Connecting America: The National Broadband Plan- A massive discussion of a US Government blueprint for expanding broadband coverage, and which has major implications for the communications industry.

FCC Statement on Universal Service Fund (USF) and Broadband Reform (FCC, April 2010)- A detailed discussion of the Universal Service Fund and proposals to change its use. This is of great interest to rural local telephone companies who are concerned about USF reform. This is a large report with a great deal of statistical data and analysis.

Industry Response of Rural Telecommunications Carriers to Proposed Broadband Reform (Released May 20, 2010):

Responses and serious concerns to the above proposed reforms for broadband, USF and intercarrier compensation reform have been made jointly by the Organization for the Promotion and Advancement of Small Telecommunications Companies (OPASTCO) and The Western Telecommunications Alliance (WTA) as released by their 2010 Legislative and Regulatory Conference. They believe the broadband plan and its funding puts rural communications carriers and rural communities at a significant disadvantage to urban America with respect to the ability to expand the availability of broadband. In response, they have proposed the following action items to reverse these inequities (reproduced with permission):


June 2011 Response by OPASTCO, the National Exchange Carriers Association (NECA), the National Telephone Cooperative Association (NTCA), the Western Telecommunications Alliance (WTA) and a number of other telecom organizations to the February 2011 reform proposals by the FCC. This is a must read as to the impact of reforms on rural carriers and proposes alternatives.

High Speed Services for Internet Access: Status as of 12/31/08 (FCC, February 2010)- This is a timely discussion given the focus now on increasing broadband penetration.
